Not <br />only engineering, but economics, hydrology, recreation, the natural, <br />historic, archeological and fish and wildlife resources were considered <br />as equal elements in the development plan. The Project was the subject <br />of sharp debates for over a decade in the Congress before it was <br />authorized on August 16, 1962. During these discussions, interested <br />parties aired their opinions and compromises were adopted. Even after <br />the authorization, the Project plan has been modified in part to <br />better accomplish the Project's objectives. Certain features have <br />been deferred, others substituted, and some deleted primarily for <br />environmental reasons. The post-authorization studies are not finalized <br />as elements of the plan are still under examination. <br /> <br />The Operating Principles, which govern the diversions and minimum fish <br />flow bypass for the western slope streams, were adopted by the State of <br />Colorado. The Bureau strictly adheres to its requirements and the <br />Colorado State Engineer's Office administers the water. The Operating <br />Principles may be changed end new criteria adopted. Paragraph 19 of <br />the Principles establishes the procedure by which this can be accomplished. <br /> <br />6. Issue: The Bureau can reevaluate and dramatically increase the <br />minimum stream flows to sustain the fish and wildlife. The old ones, <br />everybody concedes, are woefully inadequate, and the minimum should be <br />an excess of downstream diversion so there is, in fact, a net minimum <br />stream flow.
