" " <br />:;,.i~';' <br /> <br />Paragraph 19 of the Operating Principles of the Fryingpan-Arkansas Project <br />requires: "To assure Project operation in conformity with the operating <br />principle heretofore stated, to provide a means for the collection <br />and interchange of information, and to provide a method for the con- <br />tinued study of Project operations tothe end that, if the stated <br />operating principles may be improved upon, recommendations for changes <br />may be made to the contracting parties, a commission shall be created <br />in an appropriate manner to be composed of one representative of the <br />Southeastern Water Conservancy District, one representative of the <br />Colorado River Water Conservation District, two representatives of <br />the United States and one representative of the State of Colorado <br />appointed by the Colorado Water ConserVation Board after consultation <br />with the Colorado Game and Fish Commission. The powers of such <br />Commission shall be limited to the collection of data, the making of <br />findings of fact, and the suggestion of changes in Operating Principles." <br /> <br />~'4. These are as follows: Hunter <br />Creek 8.5 ft3/s, Midway Creek 2.5 ft3/s, and No Name Creek 3.0 ft3/s. <br />Pitkin County has filed for the water rights for fish bypass minimum <br />flows below the points of diversion in the Hunter Creek collection <br />system. <br /> <br />The Operating Principles do list the requirements for minimum flow <br />bypasses for the diversion points at the Fryingpan River collection <br />system. Table 11-8 lists the streams in the Fryingpan Valley and <br />shows the minimum bypass flows for each stream at the point of diversion. <br />These minimum flows are being provided for the completed diversion <br />structure and when the rest of the diversion works are in operation, <br />the minimum flow bypasses will also be adhered to. When natural flows <br />are less than these minimums, no diversions will be made. <br /> <br />. <br /> <br />XI-451 <br />
