The results of the <br />reevaluation are presented, in the report, "Flood Control, Pueblo Dam <br />and Reservoir," dated Septe1Dher 1967. The average flood control <br />benefits creditable to the Project are estimated to be $743,700 <br />(June 1967 price levels). These benefits are based on a minimum outlet <br />capacity of 5,000 ft3/s and 93,000 acre-feet of flood storage capacity. <br />The Corps permitted 66,000 scre-feet of flood control storage' to be <br />used jointly for conservation purposes during the months November <br />through March. They indicated that regulation procedures for flood <br />control will be coordinated and that a regulation manual will be <br />prepared. <br /> <br />. <br /> <br />The Operating Principles of the Fryingpan-Arkansas Project, adopted by <br />the State of Colorado, and included in Appendix B describe the location, <br />size, method of operation, and other control requirements of Ruedi <br />Reee~~!~, The corps of Engineers' letter report by the Los <br />Angeles District Office dated July 21, 1959, determined that peraanently <br />assigned flood control storage at Ruedi Reservoir site could not be <br />economically justified. However, since snowmelt floods are the principal <br />source of flood damage in that region, for flood protection the reservoir <br />is evacuated based on forecast of snowmelt runoff which will appreciably <br />reduce the flood menace. They originally provided a rough estimate, <br />but by letter dated June 8, 1967, it was revised as follows: <br /> <br />"Therefore, the annual benefits due to the operation of the reservoir <br />for control of snowmelt would be near the lower end of the $8,000 to <br />$15,000 range given in our letter of July 21, 1959." <br /> <br />. <br /> <br />XI-443 <br />
