Issue: One error the Project made was in no inclusion of floon <br />control on all of its dams. <br /> <br />Raised by: <br /> <br />Name <br /> <br />Representing <br /> <br />Bernard Smith <br /> <br />Lake County Soil Conservation District <br /> <br />Response: <br /> <br />The Bureau of Reclamation by letter dated August 13, 1968, requested <br />that the Corps of Engineers' evaluation for flood control be <br />expanded to include not only Pueblo Dam and Reservoir, but the flood <br />control aspects of all of the eastern slope Fryingpan-Arkansas Project <br />features 0 The following quote is from the Corps of Engineers' report, <br />"Flood Control Fryingl'an-Ark.ansas Project," dated January 1969: <br /> <br />. <br /> <br />"2. SCOPE - The major East Slope features of the Fryingpan- <br />Arkansas Project include Sugar Loaf Dam (Turquoise Lake); <br />Mt. Elbert Canal and Forebay; Twin Lakes Dam; Otero Canal; Clear <br />Creek Reservoir; Pueblo Dam and Reservoir; and the Arkansas <br />Valley Municipal pipeline. All of the features except Pueblo <br />Dam and Reservoir and the Arkansas Valley Municipal pipeline <br />would be constructed above Canon City which is the upstream <br />limit of the Arkansas River Basin susceptible to significant <br />mainstem flooding. Therefore, the flood control effect of these <br />features, regardless of their size, would be negligible. The <br />Pueblo Dam and Reservoir will control about one-third of the Arkansas <br />River Basin above Las Animas and will have major flood control <br />effects. The Arkansas Valley Municipal pipeline would have no <br />effect on flood control. Since the Pueblo Dam and Reservoir <br />project is the only feature which would have significant flood <br />control effects, the remainder of this report will be limited <br />to the flood control operations and flood control benefits of <br />that feature." <br /> <br />The Bureau of Reclamation has complied with the flood storage re~uire- <br />ments recommended by the Corps of Engineers in Pueblo Reservoir and will <br />operate the reservoir flood pool in accordance with their instructions. <br />Turquoise Lake, Twin Lakes and Clear Creek. Reservoir will be operated <br />to intercept the spring runoff, thus trapping some flood inflows and <br />protecting the downstream areas. <br /> <br />Ruedi Reservoir operation at the present time is in compliance with <br />the request of fish and wildlife interests.
