~. .. "1~
;,; ~. 'J
Response:

.

Litter and debris occasioned by construction will be cleaned up, if it
has not been already. The area will be graded and reseeded in an effort
to return them to as near to their natural appearance as possible.

4. Issue: The South Fork has been diverted, even though it's a
considerable distance away from the diversion dam. How much right
does any authority have to sanction this sloppy type of bulldozer work
in their pursuit of every drop of water? The Bureau should not leave
a forest valley looking like a desolate, littered landscape.

Raised by:

Name

Representing

James Hindelang

Crossroutes Network

Response:

The diversion dams are located on the creek at points immediately
adjacent to the point at which the water enters the tunnel conduit.
These structures are typical of the collection system. They are
equipped with bypass gates that allow the minimum flows to return to
the streams.

Initially, construction activities do upset the natural setting with
equipment, powerlines, roads, and buildings. After construction,
however, the area is reshaped. Buildings, powerlines', and roads not
required for operation and maintenance are removed as is construction
related trash, litter, and debris. The area is later reseeded. The '
specifications contain rigid requirements of environmental concern
nhi::h ~:: t:: b:::: ::::G~plied ~....i th 7 :!!d th~ Bl,,!:!,,~~l..! 0VP.l"~P.A~ this compliance.

.

5. Issue: Minimum streamflow standards should be reexamined for all
rivers and streams to ensure sufficient water to maintain the aesthetic
values of those areas;' that roads be built only where absolutely neces-
sary and closed except for maintenance; and that rehabilitation be done
wherever the land is damaged.

Raised by:

Name

Representing

Dottie Fox

Roaring Fork Sierra Club

Respons'e:

All conditions mentioned in this issue are being met. Reexamination
of the Operating Principles governing the minimum streamflows are
provided for in Paragraph 19 of the Operating Principles which follows:

.

XI-433
