EKamples of requirements imposed upon <br />the contractors are included in Appendix H of this statement. This <br />Appendix is typical of the specification paragraphs used to ensure <br />protection of the environment. <br /> <br />The access roads constructed to reach the points of diversion for the <br />collection system located at 10,000 foot elevation are the bare minimum. <br />Roads of 12-foot widths and maximum grades were alined so that excava- <br />tion and embankment volumes balance as near as possible. The structure <br />sites will be replanted with native and/or adopted vegetation after <br />completion of the work. Tunnels and buried conduits, features that <br />least disturb the ground, are the principal means of water conveyance. <br />Citizens expressed concern at 1:he Public Meeting held in Aspen, Colorado, <br />in November 1966 that construc1:ion of access roads to the points of <br />diversion a1: Hunter, Midway, and No Name Creeks would be detrimental <br />to the natural scenery, therefore, access roads to these areas were <br />deleted from the development plan and Hunter Tunnel was designed to <br />accommodate all traffic. Construction at the diversion sites and <br />later operation and maintenance at these sites will be through the <br />tunnel or by helicopter. Thus, the surface area will not be disturbed <br />by roads. <br /> <br />3. Issue: The completed diversion site at the South Fork Creek is <br />strewn with little bits of moist pipe, cables, cans, plastic bottles, <br />and other objects indicative of the careless clean-up oeration.
