Therefore, con- <br />struction specifications include requirements'for landscape preservation <br />and related environmental requirements. Some modifications in project <br />features for this purpose have been made and incorporated in the work. <br />These changes are reflected in the following features: burying penstocks <br />and other environmental consideration for Mt. Elbert Pumped-Storage and <br />Otero Powerplants, Carter Tunnel system replacing a conduit alternate, <br />seeding and reforestation, improved appearance in the structures for <br />the power system, minimum standards for access roads and selection of <br />only bare essential roads needed for construction and operation and <br />maintenance, adoption of an all-tunnel system for Hunter Tunnel which <br />excludes use of access roads, and for scenery preservation associated <br />with construction of the municipal and industrial delivery systems.' <br /> <br />. <br /> <br />MT.
