To assure project operation in conformity with the operatinv, <br />principle heretofore stated, to provide a means for the collection. <br />and interchange of information, and to provide a method for the <br />continued study of project operations to the end that, if the <br />stated operating principles may be improved upon, recommendations <br />for changes may be mad~. To the contracting parties, a commission <br />shall be created in an appropriate manner to be composed of one <br />representative of the Southeastern Colorado Water Conservancy <br />District, one representative of the Colorado River Water Conserva- <br />tion District, two representatives of the United States, and ODe <br />representative of the State of Colorado appointed by the Colorado <br />Water Conservation Board after consultation with the Colorado Game <br />and Fish Commission. The powers of such commission shall be limited <br />to the collection of data, the making of findings of fact, and the <br />suggestion of changes in operating principles." <br /> <br />A Commission created as stated above met to reexamine the Operating <br />Principles and recommended certain revisions in the light of changed <br />conditions. The revisions have been adopted and will continue to be <br />adopted as other changes to the Operating Principles are made. <br /> <br />. <br /> <br />Access roads are for construction, operation, and maintenance, and <br />are constructed to the minimum standards recommended by the Forest <br />Service for grade and width. Road locations are made upon their recom- <br />mendation. The roads on North Fork above Elkwallow Campground may be <br />closed to public after construction. This is presently under consider- <br />ation by the Forest Service. Restrictions for use of the access roads <br />may be imposed by the Forest Service in accord with recommendations of <br />cooperating agencies. <br /> <br />6. Issue: The character of the mountains, streams, and forests of <br />the western slope that is Colorado's -- and one of our Country's -- is <br />a most valuable asset. This is irreplaceable and its value is incal- <br />culable.
