The proposed legislation also would modify the cost <br /> <br />sharing and repayment provisions. The Administration has also <br /> <br />introduced legislation, HR 3903, which would authorize only the <br /> <br />Department of Agriculture program. That legislation has passed <br /> <br />the House and is on the Senate floor. <br /> <br />As was done in previous standards review, using the Recla- <br /> <br />mation's salt routing model, the Forum made a number of pro- <br /> <br />jections of future salinity concentrations in the Colorado <br />, <br />River using a number of combinations of water supply, water <br /> <br />use, and salinity control measures. As an example of the <br /> <br />projections of future salinity concentrations with and without <br /> <br />control measures made using a 14-million-acre-foot water supply, <br /> <br />and a low depletion level indicate that there are adequate sal~- <br /> <br />nity control measures included in the plan of implementation to <br /> <br />maintain the criteria at the three lower mainstem stations <br /> <br />through the year 2000. The estimated salt load reduction from <br /> <br />the salinity control units, level 4, considered in this review <br /> <br />when fully implemented is 1,920,000 tons. <br /> <br />The state-adopted standards, approved by EPA, allow for <br /> <br />temporary increases above the criteria level of the salinity <br /> <br /> <br />control measures are included in the plan. The 1984 review <br /> <br />retains that same provision allowing for temporary increases <br /> <br /> <br />above the numeric criteria. The Forum has demonstrated by <br />
