The <br /> <br />plan of implementation calls for: 1) completion of the two <br /> <br />units under construction, Grand Valley and Paradox Valley; <br /> <br />2) authorization and construction of the salinity control units <br /> <br />identified in the Forum's proposed legislation; 3) implementation <br /> <br />by the Department of Agriculture of onfarm and lateral improve- <br /> <br />ment measures in cost-effective salinity control units: 4) imple- <br /> <br />mentation of cost-effective salinity control measures by the <br /> <br />Bureau of Land Management: 5) implemeneation of effluent limi- <br /> <br />tat ions on industrial and municipal discharges based on the <br /> <br />Forum's 1977 policy on salinity control through the NPDES <br /> <br />permits: 6) implementation of the 1980 Forum policy for use <br /> <br />of brackish and/or saline waters for industrial purposes; and <br /> <br /> <br />7) inclusion of 208 Water Quality Management plans as they are <br /> <br />refined or new elements added following ad9Ption by the States <br /> <br />and approval by EPA. <br /> <br />Implementation of the plan for salinity control has the <br /> <br />capability of removing sufficient salt tonnage to comply with <br /> <br />the standards through the year 2000. <br /> <br />:' <br /> <br />. <br /> <br />-6- <br />
