<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />ENVIRONMENTAL ASSESSMENT <br />TITLE TRANSFER OF SELEClED COLORADO-BIG THOMPSON PROJECT WATER <br />F ACIUTIES TO THE NORlllERN COLORADO WATER CONSERVANCY DISTRICT <br /> <br />Pursuant to Supplement No.2, the responsibility for operation and maintenance of <br /> <br />these facilities, among others, was transferred to the District on January I, 1957. Since <br /> <br /> <br />that time, the District has perfonned all operation and maintenance on these facilities at <br /> <br /> <br />its own expense. The District is required under Supplement No.2 to operate and <br /> <br />maintain these facilities in confonnance with standards acceptable to Reclamation. <br /> <br /> <br />Reclamation itself also has the right to make any necessary repairs or replacements to <br /> <br />these facilities if the District fails to do so, at the District's expense. Finally, if the <br /> <br /> <br />District defaults in any of its obligations under the Repayment Contract, Reclamation <br /> <br /> <br />may force the District to retransfer responsibility for operation and maintenance of these <br /> <br />facilities back to Reclamation. Figure I shows the location of the facilities proposed for <br /> <br /> <br />transfer. Appendix D shows representative photographs of the facilities. <br /> <br />The United States or the District owns fee title on some parcels of real property <br /> <br /> <br />underlying these facilities. Other parcels are owned by third parties and Reclamation or <br /> <br /> <br />the District own an easement to operate, maintain, repair, and replace the canals. <br /> <br />Reclamation and the District jointly issue and administer crossing licenses and other <br /> <br /> <br />fonns of pennission to utilize the lands on which the facilities are located. <br /> <br />Dixon Feeder Canal <br /> <br />The Dixon Feeder Canal is located about 3 miles west of Fort Collins and extends <br /> <br /> <br />between Soldier Canyon Dam and Dixon Canyon. The canal consists of about 2.7 miles <br /> <br />of unlined canal with a 3-foot base and 3-foot depth. The canal has 1.5:1 side slopes and <br /> <br /> <br />concrete structures including a bifurcation structure, wasteway structure, Parshall flumes, <br /> <br /> <br />culverts, siphons, and gauging stations. The area covered by the easement associated <br /> <br />with the canal is 23.57 acres with a typical width of70 feet. The purpose of the canal is <br /> <br /> <br />to supply replacement water to property owners below Dixon Dam who lost their source <br /> <br /> <br />of supply when Dixon Dam was constructed, <br /> <br />Charles Hansen Supply Canal <br />The Charles Hansen Canal leads from the outlet works at Horsetooth Dam and <br /> <br />extends north to the Cache la Poudre River. The canal is 5.3 miles long and has a design <br /> <br />9 <br />
