<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />ENVIRONMENTAL ASSESSMENT <br />TITLE TRANSFER OF SELECTED COLORADO-BIG THOMPSON PROJECT WATER <br />FACILITIES TO THE NORTHERN COLORADO WATER CONSERVANCY DISTRICT <br /> <br />Proposed Action and Alternatives <br />Two alternatives are evaluated in this EA: the Proposed Action, which is to transfer <br />title to selected C-BT Project water facilities to the District, and the No Action <br />Alternative, which serves as a basis for evaluating and comparing the environmental <br />consequences of the Proposed Action. <br /> <br />Proposed Action <br />Under this alternative, the United States would divest ownership of the following <br /> <br />single-purpose water facilities: <br /> <br />I, Dixon Feeder Canal. <br /> <br />2. Charles Hansen Supply Canal (also known as Poudre Supply Canal) and Windsor <br />Extension. <br /> <br />3. North poudre Supply Canal and Diversion Works. <br /> <br />The District has responsibly and has effectively managed, operated, maintained, <br /> <br />repaired, rehabilitated and replaced these facilities at its own expense for many years. A <br /> <br />transfer oftitle to these facilities will require an Act of Congress. As of the date of this <br /> <br /> <br />Environmental Assessment, legislation to authorize the transfer of these facilities has <br /> <br />been introduced in the United States House of Representatives and the United States <br /> <br /> <br />Senate, While this Environmental Assessment is being prepared to assess the impacts of <br /> <br /> <br />the transfer should it occur, this Environmental Assessment does not substitute for or <br /> <br />replace the need for an Act of Congress to authorize the transfer of these facilities. The <br /> <br /> <br />proposed transfer does not include or affect any power components of the C-BT Project. <br /> <br />Water Facilities Proposed for Transfer <br />The Dixon Feeder Canal, Charles Hansen Supply Canal and Windsor Extension, and <br />North Poudre Supply Canal and Diversion Works ~re described in paragraphs 8.B. (I), <br />(2), and (3) of the Repayment Contract between the United States and the District dated <br />July 5, 1938, as amended by Supplement No, 2 dated September 10, 1956 ("Supplement <br />No.2"). <br /> <br />8 <br />
