<br />SUMMARY <br /> <br />Municipal and Industrial Water Supply Needs <br />Revenue Enhancement Opportunities <br />Need for Supplemental Irrigation Water Supply <br />Lease of Facilities or Privatization Opportunities <br /> <br />At a May 14, 1993 meeting in the Upper Colorado Regional Office <br />(UCRO), the following minimum criteria were developed to guide <br />future actions regarding the Collbran Project: <br /> <br />All Collbran Project repayment obligations must be satisfied, <br />Reclamation will not accept the risk of the Grand Mesa dams <br />failing, therefore, they must be rebuilt, repaired or breached <br />in response to the identified safety deficiencies, <br />Economic justification and NEPA compliance must be prepared <br />for each of the dams being rebuilt, and, <br />Possibilities for selling the project water released from the <br />Lower Molina powerplant must be pursued to' improve the <br />financial condition of the Collbran proj ect and alleviate <br />concerns of the power customers. <br /> <br />In addition to. these criteria, the following goals have been <br />developed to further guide the selection of an overall plan. <br /> <br />Reduce the cost of producing electrical power. <br />Assist in augmentation of Colorado River flows to protect and <br />improve habitat of endangered fish species. <br />Improve overwinter conditions of trout in Grand Mesa <br />Reservoirs and increase summer productivity in reservoirs. <br />Provide a dependable, fairly priced cost raw water supply for <br />the Ute Water Conservancy District (Ute). <br />Protect the interests of the Collbran Conservancy District <br />(CCD) and not impact their water supply in any manner. <br /> <br />ii <br />
