SUMMARY

Municipal and Industrial Water Supply Needs
Revenue Enhancement Opportunities
Need for Supplemental Irrigation Water Supply
Lease of Facilities or Privatization Opportunities

At a May 14, 1993 meeting in the Upper Colorado Regional Office
(UCRO), the following minimum criteria were developed to guide
future actions regarding the Collbran Project:

All Collbran Project repayment obligations must be satisfied,
Reclamation will not accept the risk of the Grand Mesa dams
failing, therefore, they must be rebuilt, repaired or breached
in response to the identified safety deficiencies,
Economic justification and NEPA compliance must be prepared
for each of the dams being rebuilt, and,
Possibilities for selling the project water released from the
Lower Molina powerplant must be pursued to' improve the
financial condition of the Collbran proj ect and alleviate
concerns of the power customers.

In addition to. these criteria, the following goals have been
developed to further guide the selection of an overall plan.

Reduce the cost of producing electrical power.
Assist in augmentation of Colorado River flows to protect and
improve habitat of endangered fish species.
Improve overwinter conditions of trout in Grand Mesa
Reservoirs and increase summer productivity in reservoirs.
Provide a dependable, fairly priced cost raw water supply for
the Ute Water Conservancy District (Ute).
Protect the interests of the Collbran Conservancy District
(CCD) and not impact their water supply in any manner.

ii
