<br />EXECUTIVE SUMMARY <br /> <br />The Collbran Project uses fifteen small reservoirs constructed on <br />the Grand Mesa in the late l800's and early 1900's to provide <br />storage for power generation. Several of the dams forming these <br />reservoirs have been rehabilitated, and others are in need of <br />rehabilitation. Costs of the rehabilitation have been a <br />significant expense to date and are partially the cause for the <br />overall high cost of power production. Other factors contributing <br />to the high cost of power production include high operation and <br />maintenance expenses, lower than anticipated electrical energy <br />generation and insufficient power sales rates in earlier years. <br />The mill rate needed by the Collbran Project to satisfy its annual <br />expenses is high when compared to other sources of Federal power, <br />and the power customers are concerned. This is the major concern <br />driving this study. Additionally, the Collbran Project's <br />identification as a potential source of water for flow enhancement <br />to benefit the endangered fishes in the Colorado River has provided <br />stimulus. <br /> <br />The purpose of this report is to present alternatives and provide <br />background for selection of a plan for addressing the problems, <br />needs and opportunities for the Collbran Project. The scope of <br />this report is generally limited to the issue of the high mill rate <br />-- --- - --and- factors -tha~.-influenc-e-~~e---whkb-- -eafl-- be- -- ~-ered---by-- - -- <br />decisions wi thin the authority of the Grand Junction proj ects <br />Office (GJPO). <br /> <br />The following problems, needs and opportunities are addressed: <br /> <br />Project Debt Repayment Status <br />Safety of Dams Problems and Needs <br />Operation, Maintenance & Replacement Needs <br />Power Related Problems ~nd Needs <br />Environmental/Endangered Species Needs <br />
