<br />13 <br /> <br />(3) Investigate and revie<< <<ater-related matters of interest <br />to the Western States. <br /> <br />Members, no more than three from each member state, are chosen <br /> <br />by the governors. Original member states include Arizona, California, <br /> <br />Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, <br /> <br />and !Vyoming,' Texas became a member in 1978, <br /> <br />The Council meets a minimum of once a year, but quarterly meetings <br /> <br />are the rule, There are four standing committees: Executive, Legal, Water <br /> <br />Resources, and !Vater Quality. Subcommittees are formed as required. <br /> <br />The Council, which was created by the Western Governors' Conference, <br /> <br />remains closely associated with that organization. Meetings of the Governor's <br /> <br />Conference are regularly attended by the Chairman and Executive Director, <br /> <br />and the Council is often used to research and report on water matters. <br /> <br />The Council has a paid staff of eight, including an Executive <br /> <br />Director and legal counsel. The Council has a formal statement of <br /> <br />Principles-Standards-Guidelines under which they operate. Considerable effort <br /> <br />is spent on monitoring and disseminating information on water-related <br /> <br />activities at the federal level. <br /> <br />California-Nevada Compact Commission: The California-Nevada <br /> <br />Compact Commission was organized to administer the California-Nevada Inter- <br /> <br />state Compact, to permit the orderly integrated and comprehensive development, <br /> <br />use, conservation and control of the <<ater within' the Lake Tahoe, Truckee, <br /> <br />Carson River, and !Valker River Basins. The Commission consists of five <br /> <br />members from each state and one member as representative of the United <br /> <br />States, who is ex officio chairman, The salaries and expenses of each <br /> <br />member are paid by the government he represents. <br /> <br />C-14 <br />
