<br />00'31~'2. <br /> <br />12 <br /> <br />The Committee of Fourteen: The Committee of Fourteen was originally <br /> <br />established in 1941 at the request of the State Department to represent the <br /> <br />Colorado River Basin states in advising those negotiating the l-!exican Hater <br /> <br />Treaty. The Committee was an influential force in the negotiations that led <br /> <br />to the 1944 Treaty, The Committee was re-established in 1962 to advise the <br /> <br />\: <br /> <br />State Department on Colorado River problems with Mexico. <br /> <br />The Committee consists of two representatives appointed by each <br /> <br />governor from Arizona, California, Colorado, Nevada, New Mexico, Utah and <br /> <br />Wyoming. The Committee was very active in the negotiations with 11exico leading <br /> <br />to llinute 242 of the International Boundary and Water Commission, the <br /> <br />agreement on salinity of Colorado River water delivered to llexico pursuant <br /> <br />to the U. .S.-Mexico l'1ater Treaty, and in the passage of the Colorado River <br /> <br />Basin Salinity Control Act in 1974. The Committee has no budget and work <br /> <br />is performed through the voluntary efforts of its members. The Co~~ittee <br /> <br />continues' to meet as necessary to monitor the Federal Government's perfor- <br /> <br />mance in delivering water to Mexico pursuant to the U. S,-Mexican Water <br /> <br />Treaty and in constructing works to implement lunute 242, and to advise the <br /> <br />U, S. Department of State on all aspects of U. S,-Mexico Colorado River <br /> <br />water relationships. <br /> <br />Western States Water Council: The l'lestern States Water Council was <br /> <br />established in 1965 <br /> <br />" <br /> <br />to accomplish effective cooperation among <br /> <br />western states in planning for programs leading to integrated development by <br /> <br />state,. federal, and other agencies of their water resources", The functions <br /> <br />are given'.as: <br /> <br />(1) <br /> <br />Prepare criteria in the formulation of plans for regional <br />development of water resources to protect and further state <br />and local interests. . <br /> <br />(2) <br /> <br />Undertake continuing review of all large-scale interstate and <br />interbasin plans and projects for development, control or <br />utilization of water resources ill the Hestern States, and <br />submit recommendations to the Governors regarding the compatability <br />of such projects and plans with an orderly and optimum development <br />of water resources in the Western States, <br /> <br />C-13 <br />
