<br />. <br /> <br />9 <br /> <br />introduced in the United States Congress. <br /> <br />The Commission has been active in all regional planning studies <br /> <br />involving the Upper Colorado Region. In the Comprehensive Framework Study <br /> <br />-(1966-1971), the Commission served as chair agency for the Upper Colorado <br /> <br />Region effort. The Commission was also the Study Director for the Upper <br /> <br />Colorado Region in the 1975 Water Assessment. In matters concerning operation <br /> <br />of the mainstem reservoirs in the Colorado River system, the Commission <br /> <br />has traditionally taken the lead in developing an Upper Basin position. <br /> <br />Bear River Commission: The Bear River Commission was established <br /> <br />in 1958 to administer the Bear River Compact between the states of Utah, <br /> <br />Idaho and Wyoming. The governor of eaCh of these states appoints three <br /> <br />representatives and one representative is appointed by the President and <br /> <br />serves as chairman without a vote. Actions taken by the Commission must <br /> <br />be. approved by a vote of the member states. Administrative and technical <br /> <br />services are performed under contract .to the'Commission. Streamgaging is <br /> <br />conducted by the United States Geological Survey, with. half of the cost paid <br /> <br />by the Commission. <br /> <br />The original Compact allocated the waters above Bear Lake and provided <br /> <br />an irrigation reserve in Bear Lake. In 1980, after several years of nego~ <br /> <br />~ <br />tiating, the Compact was amended. The principal thrust of the amendments was <br /> <br />to allocate the waters of the Lower Bear River, and additional storage limited <br /> <br />by specified depletion amounts above Bear Lake was allocated to the States. <br /> <br />The Commission has been very useful for discussions of interstate <br /> <br />developments. <br /> <br />La Plata River Compact Commission: The La Plata River 'Compact <br /> <br />was signed in 1922 to apportion the waters of the La Plata River <br /> <br />C-10 <br />
