<br />003150 <br /> <br />. <br /> <br />. <br /> <br />8 <br /> <br />The major purposes of the Upper Colorado River Basin Compact are <br /> <br />"to provide for the equitable division and apportionment of the uses of <br /> <br />the waters of the Colorado River system, the use of which "as apportioned <br /> <br />in perpetuity to the Upper Basin by the Colorado River Compact; to establish <br /> <br />the obligations of each state of the upper division with respect to the <br /> <br />deliveries of water required to be made at Lee Ferry by the Colorado River <br /> <br />Compact; to promote interstate comity; to remove causes of present and <br /> <br />future controversies; to secure the expeditious agricultural and <br /> <br />industrial development in the Upper Basin, the storage of water and <br /> <br />to protect life and property from floods", The Co~~ission was established <br /> <br />an as interestate administrative agency to facilitate the accomplishment <br /> <br />of these purposes. The powers of the Commission are explicitly set forth <br /> <br />in Article VIII(d) of the Upper Coiorado River Basin Compact. <br />Activities of the Commission include: (1) research and studies <br /> <br />concerning various facets of the water resourCes of the Colorado River <br /> <br />Basin related to energy industries and salinity. control; (2) compilation <br /> <br />and collection of documents for a legal library relating to the utilization <br /> <br />. of waters of the Colorado River system; (3) legal analysis of pertinent <br />laws, reports and court decisions; (4) analysis of environmental <br /> <br />statements and water development projects of the Colorado River storage <br /> <br />project and participating projects; (5) continuation of .a general public <br /> <br />relations program; (6) participation in the activities of the Colorado <br />River Basin Salinity Control Forum; (7) cooperation with water quality and <br /> <br />water resources agencies in' the Colorado River Basin states on water and water- <br /> <br />related problems; (8) efforts to aid in securing of the appropriation of <br /> <br />funds by the United States Congress for the construction, planning and <br /> <br />investigation of storage dams, reservoirs and "ater resource development <br /> <br />projects of the Colorado River Storage Project; and (9) a legislative <br /> <br />program consisting of the analysis and study of "ster resource bills <br /> <br />C-9 <br />
