Thereafter, PSIAC <br /> <br />requested Agriculture to prepare a plan of study and a budget for a feasibility <br /> <br />study, but Agriculture stated that the on-going forest management planning <br /> <br />efforts should be completed first. Accordingly,PSIAC has been working <br /> <br />with the Forest Service to insure that vegetative management for water <br /> <br />yield improvement is given adequate'consideration in these plans. <br /> <br />While others of " the principal regional issues are being pursued by one or more <br /> <br />of the regional organizations, PSIAC has been the only entity that has <br /> <br />worked towards the resolution of this issue. <br /> <br />Upper Colorado River Commission: The Upper Colorado River Commission <br /> <br />was established in 1949 according to the provisions of the Upper <br /> <br />Colorado River Basin Compact which was approved by the states of Arizona, <br /> <br />Colorado, New Mexico, Utah and Wyoming and subsequently ratified by Congress. <br /> <br />l <br />I. <br />I' <br />j <br />, <br />i <br /> <br />Members include a commissioner from each 'of the above states, except Arizona, <br /> <br />and a chairman commissioner for the United States. The <br /> <br />governor appoints the representatives from each state, while the President <br /> <br />appoints the chairman commissioner. <br /> <br />The headquarters are in Salt Lake City and the Commission has a full <br /> <br />time staff consisting of three professionals and one clerk-typist. One <br /> <br />hundred percent of the budget is paid by state dues, which are assessed on <br /> <br />the basis of the percentage of consumptive use apportioned by the compact to <br /> <br />each state. The salaries and p~rsonal expenses of each commissioner are <br /> <br />paid by the government which he represents. All other expenses incurred by <br /> <br />the Commission are paid out of the budget of the Commission. <br /> <br />C-8 <br />
