<br />Orl314<J <br /> <br />. <br /> <br />6 <br /> <br />PSIAC has no budget and no full time staff, Federal agencies and <br />state members participate in the work of the Committee in accordance with <br /> <br />their respective responsibilities and interests, The chairman normally <br /> <br />provides the necessary administrative support incident to his tenure, These <br /> <br />responsibilities include publishing a roster of membership, making arrangements <br /> <br />for meetings, publishing minutes and publishing the annual report, Any travel <br /> <br />costs incurred by state representatives are paid by the respective states. <br /> <br />The purpose of PSIAC is to serve as a means for coordinating policies, <br /> <br />programs, and activities of the states and federal agencies in the field <br /> <br />of water and related land resources investigation, planning construction, <br /> <br />operation and maintenance; to provide a means whereby conflicts may be <br /> <br />resolved; and to provide procedures for coordination of their interests with <br /> <br />those of other agencies in the water and related land resources field. <br /> <br />Meetings are held as often as they are deemed necessary, but not less than <br /> <br />three times annual;I.y. <br /> <br />Positions and decisions are reached generally by consensus. However, <br /> <br />if a question becomes controversial, then a vote of the membership is <br /> <br />taken, in which case a majority vote is determinative. <br /> <br />It should be noted that PSIAC provides a for~m for coordinating water <br /> <br />resources policies and planning in the Pacific Southwest where no river basin <br /> <br />commissions have been established under Title II of the Water Resources <br /> <br />Planning Act, <br />The PSIAC has been actively working on one of the principal regional <br /> <br />issues, augmentation of the Colorado River, by supporting and stimulating <br /> <br />studies of water yield improvement by vegetative management, Upon a formal <br /> <br />request by PSIAC, the Department of Agriculture conducted a reconnaissance <br /> <br />survey of water yield improvement by vegetative management in the Colorado <br /> <br />C-7 <br />
