Although legislation and the operating criteria contain general <br /> <br />guidelines for reservoir operations, disagreements do arise over specific <br /> <br />proposed actions. The states feel, however, that mechanisms do e~ist for <br /> <br />resolution of these issues, <br /> <br />Water Supply Augmentation: <br /> <br />The Southwestern states involved in <br /> <br />PSIAC agree on the need to increase the I,ater supply of the region, In <br /> <br />most cases, design and implementation of an augmentation.program will be a <br /> <br />major effort, and will require extensive coordination between the federal <br /> <br />government* and all states of the region, <br /> <br />Federal Water Policy, Legislation, and Regulations: }~ny aspects <br /> <br />of policy, legislation, and regulation at the federal level have implications <br /> <br />specific to particular regions. The 160-acre limitation and reserved water <br /> <br />rights are examples of such issues particularly important in the Pacific <br /> <br />Southwest, A mechanism for monitoring federal proposals and actions, as well <br /> <br />as for coordinating regional responses, would be most desirable, <br /> <br />Regional Organizations Created to Address Regional Issues <br /> <br />{{ithin the Pacific Southwest area a number of regional organizations <br /> <br />have been created to address one or mOre selected issues.
