3

basic processes

salt loading and salt concentrating. Salt loading

results from both natural conditions and man's activities. Salt concentration

results when water is lost through evaporation or transpiration or when

water of good quality is expor.ted from the basin, Both salt loading and

salt concentrating occur throughout the basin but only in the 10l<er part of

the basin are salinity levels high enough to cause problems. In order

to control the salinity levels in the lower part of the basin, actions

must be taken in both the upper and lower basins which require coordinated

regional planning and .implementation,

Operation of Interstate Streams: There are many interstate

streams within the PSIAC region. The Colorado River System is one of

those where the operation of major storage reservoirs is not controlled

by state water rights.

At the present time, operation of mainstem reservoirs on the Colorado

River system is under the direction of the Secretary of the Interior, ..ho

operates pursuant to lenislation and establishes operatinp; criteria.
C-4
