In order <br /> <br />to control the salinity levels in the lower part of the basin, actions <br /> <br />must be taken in both the upper and lower basins which require coordinated <br /> <br />regional planning and .implementation, <br /> <br />Operation of Interstate Streams: There are many interstate <br /> <br />streams within the PSIAC region. The Colorado River System is one of <br /> <br />those where the operation of major storage reservoirs is not controlled <br /> <br />by state water rights. <br /> <br />At the present time, operation of mainstem reservoirs on the Colorado <br /> <br />River system is under the direction of the Secretary of the Interior, ..ho <br /> <br />operates pursuant to lenislation and establishes operatinp; criteria. <br />C-4 <br />
