<br />The Willow Creek pumps would be operated during November to transfer about

<br />would be winterized. Winter inflows would be stored with releases to the river
<br />limited to 7 c. f. s. or inflow in accordance with Secretarial Determination.

<br />Lake Granby storage at the end of Water Year 1971 was 518,000 acre-feet which
<br />was 137 percent of the la-year normal and 19,000 acre-feet more than last year.
<br />With Carter Lake and Horsetooth Reservoir storage of 58,000 and 72,000 acre-
<br />feet, respectively, total carryover storage availahle to the Colorado- Big Thomp-
<br />son pl'oject was 131 percent of the la-year average or 9 percent less than last
<br />year. With above normal east slope storage, transmountain diversions through
<br />the Adams Tunnel and related power generation will be limited during the winter
<br />months. Adams Tunnel diversions from the west to east slope area of Colorado
<br />would average 310 c. f. s. and total 76,000 acre-feet during the October-January
<br />period. The transmountain diversions would pass through the four powerplants
<br />of the Foothills Power System prior to storage in Carter Lake and Horsetooth
<br />Reservoir. Carter Lake and Horsetooth Reservoir would be filled to 186,000
<br />acre-feet (70 percent of capacity) by the end of January.
