<br />-ll- <br /> <br />By letter dated April 20, 1972, Exhibit No. C, C. H. <br />McConnell, Second Vice-Chairman, ICWP advised W. Don Maughan, <br />Executive Director, WRC, of the need for such a meeting register. <br />Establishment of a meeting register would minimize conflicts in <br />the scheduling of meetings and allow for better representation <br />at the meetings by both Federal and State employees. <br />f) Interstate Conference on Environment <br />Recognizing that there exists an urgent and continuing <br />need for coordination and cooperation between the Federal <br />government and State government agencies having water related <br />environmental quality management responsibilities, ICWP was <br />instrumental in developing the framework for a confederation <br />known as the Interstate Conference on the Environment (ICE). <br />Initially, ICWP, Conference of State Sanitary Engineers (CSSE) <br />and the Association of State and Interstate Water pollution <br />Control Administrators (ASIWPCA), all affiliated with the <br />Council of State Governments, would be members of ICE. The <br />organization of ICE would in no way cause the participating <br />organizations of State agencies to lose their present identify <br />or purpose. The purpose of forming ICE is to facilitate the <br />coordination of all water related matters pertaining to en- <br />vironmental quality management and to be in a better position <br />to provide much needed expertise to congressional committees, <br />WRC and the States. <br />At a joint meeting of ICWP, CSSE, and ASIWPCA held in <br />Boston in November of 1971, a report recommending the formation <br /> <br />0706 <br />
