The report included <br /> <br /> <br />a resolution asserting a "firm intention" to form ICE, and <br /> <br /> <br />providing for a committee to draft a charter and by-laws. ICE <br /> <br /> <br />will become effective upon the adoption of a charter by the <br /> <br /> <br />executive committees of each member organization. <br /> <br /> <br />The Coastal State Organization is also considering member- <br /> <br />ship in ICE. <br /> <br />g) The Standing Advisory Committee to the <br />Environmental Protection Agency <br />The Standing Advisory Committee (SAC) is a group of <br />representatives from CSSE, ASIWPCA, and ICWP organized in <br />mid-l97l to provide a liaison between the Environmental <br />Protection Agency, and the States. <br />EPA feels that SAC is functioning satisfactorily although, <br />as a relatively new advisory agency, its functions and re- <br />sponsibilities have yet to be precisely defined. <br />h) Information Program <br />As a result of plans made at the 1969 Annual Meeting of <br />ICWP, a well defined program for the funding of activities of <br />the Conference was achieved in 1971. Assessments paid by <br />states and associate members provide funds for the development <br />of an information program by ICWP. At the November, 1971 <br />Annual Meeting, authorization was obtained to engage the <br />services of F. Robert Edman and Associates, W-3l73 First <br />National Bank Building, st.
