However, the Senator made one <br />paint with which I am unable entirely to agree. I refer to. his <br />statement with regard to. the quality of the water which we must <br />furnish Mexico. Perhaps I am mare sensitive an that paint than <br />are ather Senatars, far lance sustained a considerable loss in <br />connection with irrigated lands because af the saline cantent af <br />the water which was used for irrigatian purposes. I know the <br />dangers which are involved. The section af the treaty dealing <br />with the quality of the water which Mexico. is to. receive is one <br />which I greatly fear. I hope that it may be clarified. I hape <br />that before this debate shall end an amendment will be agreed <br />to. with respect to. the quality of the water which we must deliver <br />to. Mexico.. Unless such an amendment shall be agreed to. I think <br />that the fear af the Senatar from Arizona, namely, that the whale <br />matter will be thrown into an internatianal cantraversy, will <br />prove to have been justified. " <br /> <br />Actually Senator Johnson seemed to be interested anly in clarifying the <br /> <br />problem for he wanted to put in the treaty that Mexico gatthat quantity af water <br /> <br />regardless af quality. Senator McFarland taok the position that the matter was <br /> <br />plain and could be understaod and he was against adding a reservatian to. the <br /> <br />treaty which spelled out the problem in terms 'regardless of quality'. At page <br /> <br />3308 he stated: <br /> <br />"Now if we say to. Mexico. 'regardless of quality,' if we put <br />in reservatians such as that, it wauld make Mexico think that we <br />were going to. try to deliver to her the worst water we cauld. We <br />are nat gaing to. do that; we are gaing to. give her exactly what we <br />are entitled to. in the lawer-basin States, that is: the water which <br />carnes from the upper-basin States. We are gOing to. give her the <br />water of the river. If we are far this treaty then let us be for it; <br />if we are against It let us be against it. Let us nat put into. the <br />treaty samething which will lead Mexico to. believe we intend to. <br />put samething over on her. She understands this river. I will <br />say again that I believe Mexico. understands this river and the <br />problems af the river thoroughly; she understands what we are <br />getting.
