Again <br /> <br />Senatar Dawney takes the pasitian if the return water is unusable, the United <br /> <br />States will have to furnish water of same quality and standard as now in Lake <br /> <br />Mead. <br /> <br />On page 3310 Senatar McFarland went over again the fact that 'whether <br /> <br />water is useful' is relative. He agrees that if the salt cantent is high, there is <br /> <br />a need for mare water to. wash out the salt. In the treaty, hawever, Article 10 (b) <br /> <br />sets a ceiling an Mexico.' s quantity 'far any purpose'. At this point Senatar <br /> <br />McFarland reviewed the Engineers' testimany on the questian af return flow. <br /> <br />Some.of the water will have a rather high salt content, hawever, there will be <br /> <br />sufficient gaod water to. dilute this so that Mexico will get usable water. <br /> <br />A significant paint in the debate accurred when Senator Wiley took <br /> <br />the flaor as a propanent of the treaty. Califarnia <br />cantended also. that the language in the treaty meant that 1,500,000 <br />acre-feet af the water af the Colarada River might well mean <br />guaranteed usable water and that it might be neces sary, because <br />of the saline cantent of water 30 or 40 years fram now, to contribute <br />a lot more water to make it usable. The cantentian af the State <br />Department is that the treaty speaks far itself and that whatever <br />the candition of the water of the Colorado, due to. the use af the same <br />in the upper stretches, Mexico. wauld have to accept the water in <br />the candition it is in. <br /> <br />B 45 <br />
