Indeed, we all know that the upper- <br />basin States are entitled to. and will get credit for their return <br />flaw and that we are in the lower-basin States and will get a <br />little less desirable water under the campact than will the <br />upper ba s in State s . <br />"Sa I say, Mr. President, the Mexican Government under- <br />stands the problems of the Colorado River just as we do. As <br />a matter of fact, same of the Senators have stated that Mexico <br />understands them better than we do.. But in any event, Mexico <br />knaws its water will be a little less desirable than the users <br />above just as we in the Lawer Basin States know that our water <br />will be a little less desirable than that af the Upper Basin States. <br />And when we take into consideratian the pravision that I have <br />just mentioned; namely, such waters shall be made up af the <br />waters of said river whatever their arigin. I do. nat think that <br />there is any doubt this prablem of quality af water is well under- <br />stoad by bath governments." <br /> <br />Immediately before these remarks an page 3306 Senatar Dawney <br /> <br />questianed Senatar McFarland as to whether lagic did not drive the prapanent <br /> <br />to. the canclusian that equity required that Mexico get usable water and the <br /> <br />quotatian abave was Senator McFarland's answer to Senator Dawney. <br /> <br />After the above quoted statement, Senator McCarran joined in the <br /> <br />debate with Senatar McFarland. Senator McCarran wanted to know whether <br /> <br />,___ _ _ _,we..wauld_have_to_deliveL-usable_wateLoL whetheLwe_p,uLs,amething_oyecan <br /> <br />Mexico.. It was Senator McFarland's position that Mexico. understands the <br /> <br />treaty. (p. 3308). Senator McCarran also claimed that Mexico. would be able <br /> <br />to claim that the United States knew this water was to. be used far irrigation, <br /> <br />therefare the water to. be furnished must be fit far irrigation. Senatar McFarland's <br /> <br />answer was that the treaty provided that Mexico was to. take the water irrespective <br /> <br />af its origin. (p. 3308). <br /> <br />B 43 <br />
