Reservoir pool above spillway crest--During major flood <br /> <br />periods, flood releases will not be made through the conduits except as <br /> <br />may be required for safety of the structure, until such time as <br /> <br />communications have been restored and flood control regulation can be <br /> <br />coordinated with flood conditions on the Conejos River at the control <br /> <br />points of Mogote and Lasauses. <br /> <br />d. Try to reestablish communications. Report any hydrological <br /> <br />data collected and follow instructions for regulation occurred. <br /> <br />e. If discharge is to be increased, notify downstream residents; <br /> <br />also', if failure is possible, warning and alerts are necessary. During <br /> <br />periods of communication loss this is up to judgment of the Chief, <br /> <br />Chama Field Division and/or Dam Tender. <br /> <br />c. If increased releases are deemed necessary, releases should <br /> <br />be staged, if possible, so as to allow the river downstream to rise grad- <br /> <br />ually and thus avoid the likelihood of persons being trapped by rising <br /> <br />water.
