The Chama Field Division office will corrdinate efforts with

sheriff's office or civil defense in alerting all downstream areas.

NOTE: Dam-tending personnel must be knowledgeable regarding what

constitutes "impending failure" of the dam. A false alarm causing panic

and possible loss of life during evacuation would be a mistake--no alarm

with subsequent failure of the dam would be a greater mistake.

Notification to the Sheriff's office of possible flooding downstream

should be made as early as possible; make certain all officials

understand the situation and the questionability of failure.

The Dam Tender will contact the URGBP office or other Water and POwer

offices, as available, for an evaluation of the dam failure potential.

Determine during this contact what additional immediate actions must

be taken to reduce the risk of failure and what other actions are

necessary.

A-8
