The highest ranking individual in the com- <br /> <br />munications network at anyone time has the responsibility to make <br /> <br />these decis ions. <br /> <br />A diary (tape recording, if possible) of all decisions made and actions <br /> <br />taken shall be kept by each reporting level. <br /> <br />The following EPP gives reporting procedures for most emergency <br /> <br />situations and shall be followed, if possible. If an unusual emergency <br /> <br />not listed should occur, USe the procedure which you judge to be most <br /> <br />appropriate. <br /> <br />A-4 <br />
