Governance Committee determines whether a project will advance to the <br />feasibility level, needs further reconnaissance level study, or is eliminated from <br />further consideration. <br /> <br />II. FEASffiILITY LEVEL <br /> <br />1, Feasibility Studies for Water Action Plan Alternatives: Feasibility studies may be <br />funded by the Program with Governance Committee approval or by project sponsors. <br />The process for funding Program sponsored feasibility studies will follow the same <br />procedure as is followed for all other Program disbursements, <br />2. Feasibility Studies will contain more accurate estimates of project costs, project yields, <br />and per acre-foot costs than available at the reconnaissance level. At a minimum <br />feasibility reports will include: <br />a. Utilization of hydrologic models acceptable to the Governance Committee to <br />estimate project's contribution in reduction in shortage at the critical habitat. <br />b, Impact of the project on existing water rights and surface and groundwater users. <br />c. Relation of project yields on other water action plan components. <br />d. Estimate of potential positive and negative environmental impacts and potential <br />environmental and socioeconomic benefits of the project. <br />e, Identification of potential adverse and beneficial third party impacts and an <br />estimate of mitigation costs. <br />f. Identification of and process for all potential federal, state, county, and other <br />permits necessary for implementation of the project, <br />g, Identification of institutional clearances, including the process for approval of the <br />project for the state within which it is developed and clearances necessary for <br />protecting the water to and through the critical habitat. The study should contain <br />information necessary to demonstrate to the effected state or states water <br />administrators that there will be "no injury" to other appropriators due to transfers <br />or change in water use. <br />h, Identification of changes in water law or other applicable law that must be <br />implemented to allow the project to go forward. <br />i. Identify a schedule for project implementation and for realization of shortage <br />reductions. <br />3, The Water Advisory Committee will consider information in the Feasibility Study and <br />forward study results with recommendations to the Program's Governance Committee. <br />4, The Governance Committee will determine if the project is included in the Water <br />Action Plan for implementation, needs further feasibility level study, or is eliminated <br />from further consideration. <br /> <br />III. IMPLEMENTATION <br /> <br />1. The Governance Committee considers funding for project implementation, including: <br />a. Property acquisition issues associated with construction projects, <br />b, "Buy back" and crediting issues including those raised if the program terminates <br />or does not maintain it's Reasonable and Prudent Alternative status. <br />2, Governance Committee approves funding for the project, rejects the project, or defers <br />the project for later consideration. <br /> <br />c:\Draft Wo,ler Action Phm (May 30, 2000)\wapc repon (Version 6 BND2hdoc <br /> <br />7 <br />
