<br />years), generates significantly less yield than was anticipated, is too expensive, or is unacceptable to <br />the Governance Committee for other reasons. New projects mayor may not require an amendment <br />to the Programmatic EIS. All elements of the Water Action Plan will be subject to site specific <br />National Environmental Policy Act (NEP A) and ESA review as appropriate. <br /> <br />Projects will proceed from the reconnaissance level to the feasibility and implementation levels as <br />described in the following process. <br /> <br />1. RECONNAISSANCE LEVEL <br /> <br />I. Alternatives in the Water Action Plan contained in the approved Program will advance <br />to the feasibility level as described below. <br /> <br />2. New alternatives not in the approved Program may be evaluated at the reconnaissance <br />level using existing information (e.g, Boyle study, Cooperative Hydrology Study <br />[COHYST]) or may be considered in additional reconnaissance studies. New <br />reconnaissance studies may be funded by the Program with Governance Committee <br />approval or by project sponsors. Studies will include at a minimum: <br />a. Preliminary estimates of shortage reduction by the proposed project. <br />b, Preliminary cost estimates. <br />c. Identification of potential legal, socioeconomic and institutional impediments. <br />d. Potential Environmental Impacts - beneficial and adverse. <br />e. Preliminary identification of incentives required for implementation. <br />f, Preliminary estimate of impact of the project on existing water rights and surface <br />and groundwater users. <br />g. Preliminary estimate of relation of project yields on other Water Action Plan <br />components. <br />h. Identification of potential adverse and beneficial third party impacts and an <br />estimate of mitigation methods and costs for adverse impacts. <br />\. Preliminary identification of and process for all potential federal, state, county, <br />and other permits necessary for implementation of the project. <br />j, Preliminary identification of changes in water law that must be implemented to <br />allow the project to go forward. <br /> <br />3. Water Action Plan Consideration (The process assumes that the Program will have a <br />Water Advisory Committee of water ex.perts advising the Governance Committee on <br />technical issues related to water), <br />a. The Program's Water Advisory Committee will propose new water <br />conservation/supply studies to the Program's Governance Committee, The <br />Governance Committee will follow the same procedure for proposed studies as is <br />followed for all other Program disbursements, <br />b, The Program's Water Advisory Committee will refer water conservation/supply <br />projects identified by the studies to the Program's Governance Committee with a <br />recommendation on approval/dis\lPproval or conditional approval. <br />c, Water conservation/supply projects proposed by individual sponsors will be <br />submitted to the Program's Water Advisory Committee.
