All elements of the Water Action Plan will be subject to site specific National Environmental Policy Act (NEP A) and ESA review as appropriate. Projects will proceed from the reconnaissance level to the feasibility and implementation levels as described in the following process. 1. RECONNAISSANCE LEVEL I. Alternatives in the Water Action Plan contained in the approved Program will advance to the feasibility level as described below. 2. New alternatives not in the approved Program may be evaluated at the reconnaissance level using existing information (e.g, Boyle study, Cooperative Hydrology Study [COHYST]) or may be considered in additional reconnaissance studies. New reconnaissance studies may be funded by the Program with Governance Committee approval or by project sponsors. Studies will include at a minimum: a. Preliminary estimates of shortage reduction by the proposed project. b, Preliminary cost estimates. c. Identification of potential legal, socioeconomic and institutional impediments. d. Potential Environmental Impacts - beneficial and adverse. e. Preliminary identification of incentives required for implementation. f, Preliminary estimate of impact of the project on existing water rights and surface and groundwater users. g. Preliminary estimate of relation of project yields on other Water Action Plan components. h. Identification of potential adverse and beneficial third party impacts and an estimate of mitigation methods and costs for adverse impacts. \. Preliminary identification of and process for all potential federal, state, county, and other permits necessary for implementation of the project. j, Preliminary identification of changes in water law that must be implemented to allow the project to go forward. 3. Water Action Plan Consideration (The process assumes that the Program will have a Water Advisory Committee of water ex.perts advising the Governance Committee on technical issues related to water), a. The Program's Water Advisory Committee will propose new water conservation/supply studies to the Program's Governance Committee, The Governance Committee will follow the same procedure for proposed studies as is followed for all other Program disbursements, b, The Program's Water Advisory Committee will refer water conservation/supply projects identified by the studies to the Program's Governance Committee with a recommendation on approval/dis\lPproval or conditional approval. c, Water conservation/supply projects proposed by individual sponsors will be submitted to the Program's Water Advisory Committee.
