<br />In addition to the general information needs outlined above, there are some project specific <br />information needs, <br /> <br />CNPPID Re-regulating Reservoir: Information will be needed on reservoir seepage losses and the <br />associated effects on surrounding landowners. The willingness of local landowners to sell their land <br />will also need to be evaluated because specific parcels of land are required to construct the reservoirs <br />evaluated, <br /> <br />Water Leasing in Nebraska and Wvoming: The willingness of irrigators to participate in this project <br />must be evaluated before yields and costs can be further defined. This could be accomplished by <br />regional or local questionnaires, public meetings, or many other methods. <br /> <br />Water Management Incentives: Baseline conditions would need to be established from which <br />changes can be measured to provide proof that a farmer or irrigation district is actually implementing <br />the measures proposed. The willingness of irrigators to participate in this project must be evaluated <br />before yields and costs can be further defined. <br /> <br />Groundwater Management: Further investigation and monitoring is required prior to and during <br />implementation of groundwater management programs to ensure the sustainability of these projects. <br />A more in-depth hydrogeologic analysis is needed to address the dynamic response of the <br />groundwater mound in Central Nebraska and the possible firm yield that can be attained without <br />mining the mound, Any project designed to take water from the mound will need to be phased-in so <br />that hydrologic impacts can be monitored and evaluated, <br /> <br />Dawson/Gothenburg Canal Recharge Proiects: Information is needed on high groundwater levels in <br />the area and the associated effects on surrounding landowners. <br /> <br />Power Interference: This project has several operational and contractual considerations that will need <br />to be addressed, including how saved water is released, and how existing and new contractual <br />arrangements with power generators can be executed. <br /> <br />La Prele Reservoir: Further anal ysis of the seepage from La Prele Reservoir is needed to determine <br />whether a temporary storage contract in a downstream reservoir such as Glendo Reservoir is <br />necessary to fully realize the yield associated with this project. <br /> <br />C. Process for Advancing Water Conservation/Water Supply Projects 1 <br /> <br />The Water Action Plan consists of several potential projects that have been evaluated at a <br />reconnaissance level and will be funded for advancement to the feasibility level unless the <br />Governance Committee decides otherwise. As more in-depth analyses of project yields and costs are <br />completed, the Governance Committee may choose to replace projects in the Water Action Plan with <br />alternative projects. Each state has expressed its desire to reserve the right to add or remove projects <br />from consideration in the future if an issue arises that cannot be resolved. Circumstances that might <br />result in projects being added to the Water Action Plan include insufficient yield to meet the water <br />goals of the Program.
