While restricted in time it was extended in scope by the House <br /> <br /> <br />Committee, requiring the Secretary of the Interior to develop criteria by which <br /> <br /> <br />he will dete:nnine which public lands administered by him through the Bureau of <br /> <br /> <br />Land Management shall be: <br /> <br /> <br />a. Disposed of because they are chiefly valuable for the <br /> <br /> <br />orderly growth and development of a community or for <br /> <br /> <br />residential, commercial, certain agricultural uses, industrial <br /> <br /> <br />or public uses or development, or <br /> <br /> <br />b. Retained in Federal ownership and managed for their multiple <br /> <br /> <br />use values, including (1) domestic livestock grazing, (2) <br /> <br /> <br />fish and wildlife development and utilization, (3) industrial <br /> <br /> <br />develoPments, (4) mineral production, (5) occupancy, (6) <br /> <br /> <br />outdoor recreation, (1) timber production, (8) watershed <br /> <br /> <br />production, (9) wildlife preservation, and (]j)) preservation <br /> <br /> <br />of public values. <br /> <br /> <br />The first step in placing the Classification and Multiple Use Act into <br /> <br /> <br />operation is the publication of the regulations containing the criteria. A <br /> <br /> <br />proposed rule making was published in the Federal Register on February 20, 1965 <br /> <br /> <br />(30 F.R. 328 et seq.). The public hearing on the proposed regulations required <br /> <br /> <br />by section 1 (a) was held in Washington on March 25. '!'his hearing today is an <br /> <br /> <br />extension of that one. <br /> <br /> <br />Following the publication of the criteria the Secretary is required to <br /> <br /> <br />conduct a review of the public lands using those standards. <br /> <br />4 <br />
