<br />" <br /> <br />Southeastern District ReQQ!! <br /> <br />Policy Issues and Activities <br /> <br />Upper Colorado River Endangered Fish Recovery Program-See the <br />attached memo from Tom Pitts regarding an extension of the Cooperative <br />Agreement establishing the Upper Colorado River Endangered Fish Recovery <br />Program. I thought you might be interested in reading the agreement. It provides <br />the foundation for the Program. <br /> <br />Proposed Sale of Fort Lyon Canal Company Water Rights- Board <br />Director Leroy Mauch will update the Board at our January meeting on the <br />proposed sale of Fort Lyon Canal water rights. Leroy recently held a meeting in <br />Las Animas to discuss the issue with community leaders and elected officials <br />from throughout the Valley. <br /> <br />AuroralRocky Ford Ditch Transfer Case-We have not yet reached <br />final stipulation with the City of Aurora on the Rocky Ford Ditch water right <br />transfer case. Bob Hamilton is working on an evaluation of Aurora's compliance <br />with the reuse requirement in the RIG decree. As you'll note from the attached <br />editorial, some folks are watching the District closely on this issue. It has been <br />my position that the District is not in the position to make the determination on <br />reuse; that is the responsibility of the water court. The Board has already <br />authorized staff to execute the stipulation with Aurora subject to the review of <br />additional data on reuse, We should complete our evaluation and execute the <br />stipulation within the next three to seven days. <br /> <br />Update: Kansas v. Colorado-The attorneys general from Colorado and <br />Kansas had tried to reach a negotiated settlement to the Kansas v. Colorado <br />litigation, but were apparently unsuccessful. The attached update to the Special <br />Master provides the limited details. <br /> <br />4; <br />
