<br />OJ0641 <br /> <br />Arkansas Valley Conduit Feasibility Study-As reported above, the <br />City of Pueblo has voiced concerns about the impact of the Arkansas Valley <br />Conduit on flows below Pueblo Dam. They even suggested that the conduit <br />should begin at Runyon Lake instead of Pueblo Dam. I discussed this issue with <br />Joe Kelley, City of La Junta, and the consulting engineers heading the Feasibility <br />Study. They said that it would cost more to evaluate other alternative intake <br />points for the conduit They will provide us an estimate of those added study <br />costs within a few days. Aside from this City of Pueblo issue, the Study is going <br />well. The engineers have issued a draft technical memorandum on population <br />forecasts, water demand forecasts, water rights issues, preliminary conduit <br />sizing, and preliminary cost estimates. Let me know if you would like a copy. <br />Bob and Phil have provided the engineers with a few recommended revisions. <br /> <br />Water Banking- Lee Miller and I met with Hal Simpson (State Engineer) <br />and his staff on January 3 to review the most recent draft of the proposed water <br />banking rules. Attached for your information is the draft of the rules resulting <br />from our meeting with Hal and a timeline for completion of the rules. Steve Witte <br />and I are planning a meeting (January 17) with water users to discuss the draft <br />rules. That meeting will take place sometime in the next two weeks. <br /> <br />Pending Issues/Studies/Report <br />1. USGS Water Quality Study-proposal pending <br />2.
