<br />the wQrk. The certifkation shalt include: materia'
<br />identification, quantity. represented, and -certified' test
<br />results performed by the manu'facturer Or.' other
<br />laboratory covering alt of the test requirements of the
<br />spectfications. The accuracy of all laboratory analyses
<br />shall be guaranteed by the contractor.
<br />
<br />Prior to incorporation of the material in the work, a
<br />1.quart sample for each 10,OOO-gallon quantity, or
<br />fraction thereof, will be obtained by the Government
<br />at the jobsite for testing purposes. Although use of the
<br />asphaltic' materials will be permitted upon presentation
<br />of the properly certified analysis, such usage shall be at
<br />the risk of SUbsequent rejection should .the
<br />Government's test results indicate' failure of', the
<br />materiats to conform with the specifications
<br />requirements. The costs of any delay or damage due to
<br />failure of the asphaltic materials to comply with the
<br />specifications 'requirements shal.l be, borne by the
<br />contractor.
<br />
<br />The GoverClment reserve's the right to test any <?r all
<br />materials acceptable on certification when, in the
<br />opinion of the Government such tests are necessary.

<br />
<br />Materials for roadway surfacing which will be paid for'~'-
<br />by the ton shall be weighed on platform scales
<br />furnished at the expense of and by the contractor,
<br />unless the materials are shipped by rail or computed by
<br />volumetric measurement as specified below.
<br />
<br />Scales shall be approved by the contracting ~ffjcer anN
<br />shall be tes.ted and sealed, at _ the. ~xp.e.nse .of the
<br />contractor, as oiten as the con.t(acti'rig"office.r' may
<br />deem necessary to insure their acc'l,Iracy. A weigher,
<br />appointed and compensated by the Government,' shall
<br />weigh alt materials required to be weighed as herein
<br />provided. If the materials are shipped by rail, the car
<br />weights will be accepted: Provided, That actual weights
<br />of the materials only wiH be paid for and not minimum
<br />car weights used for assessing freight tari.ff: Provided
<br />further, That car weights will not be acceptable for
<br />materials passed through mixing plants. Weight slips
<br />. .prepared by certified public weight-masters stationed
<br />at public scales will be accepted.

<br />When the water content of any minerat aggregate for
<br />surfacing exceeds 4 percent, by weight, of the ovendry
<br />weight of the material, as determined by the
<br />contracting officer, the weight of the material to be
<br />paid for shall be. determined by deducting from the.
<br />weight of the material delivered to the jOb the weight
<br />
