Where
possible, borrow pits and quarry sites shall be so
located that they will not be visible from the roadway.

270. PREPARATION OF SUBGRAOE

Before subbase-course material is placed, the subgrade
shall be made to conform to prescribed grades and
cross sections by means of blade graders or motor
patrols and shall be compacted so that subbase-course
material, when placed. will not mix with the subgrsde
material. Where directed, water shall be added to the
subgrade and it shall be rolled. The cost of performing
all work incidental to preparing the subgrade, including
watering, shall be included in the unit price per ton bid
in the schedule for subbase course.

271. SUBBASE COURSE

a. Materials. -The mineral aggregate for subbase
course shall be furnished by the contractor, shall
consist of quarry waste, broken stone, cruShed
gravel, or a combination thereof arid shall be
uniform in quality and grading. The aggregate shall
be free from adobe, vegetable maner, loam, and
other deleterious substances and shall be of such
quality that it will compact thoroughly when
watered and rolled to form a firm well-bonded
subbase. When tests indicate the material is deficient
in binder, additional soil binder shall be added to
the material on the road but only in such amounts
as WIll insure the total material conforming to the
following requirements. Soil binder shall be
pulverized before mixing with gravel or stone.

(11 Grading.- The agg.egate when tested by
means of standard screens (Designation 4) shall
conform to the following limits of gradation:

100 percent passing a screen with
4.inch-square openings;
95 to 100 percent passing a screen with
3-inch.square openings;
5 to 15 percent passin9 a No. 200-mesh
screen; and
liquid limit not greater than 35 and the
plasticity index shall not exceed six when
tested in accordance with AASHO TB9 and
T90.

(2) Quality.- The designation in parentheses
refer to methods of test described in the Seventh

SPECIFICATIONS NO. OC.6945
(SUPPLEMENTAL NOTICE NO.3)

I

I
,I

Edition of the Bureau of Reclamation Concrete
Manual. The Government will test the aggregate,
and the. contractor shall provide such facilities as
may be necessary for procuring representative
test samples (Designation 1).

.

b. Placing.- The subgrade for subbase course shall
conform to Paragraph 270. The subbase course
when compacted shall conform to the grades and
dimensions shown on the drawings or otherwise
established. The subbase course shall be constructed
in not less than two courses. Work on each course
shall be handled in a similar manner. Depositing and
spreading the material shall commence at the point
farthest from the point of loading and shall progress
continuously without breaks, except as otherwise
directed. The material shall be spread from the
hauling vehicle bV hand, from spreading boxes, or
from self-spreading vehicles. Dumping in piles on
the subgrade or on a preceding course will not be
permitted. The material for each course shall be
deposited and spread in a layer of uniform thickness
and of such depth that after being compacted the
course will be of the required thickness. After the
material for any course has been spread, it shall be
mixed thoroughly, by a heavy blade grader having a
wheel base not less than 15 feet long, until the
material shows a uniform mixture of all sizes of
particles. Wetting may be necessary to obtain proper
mixing.

.

c. Compucting.-Rolling of the material shall
commence immediately after it has been mixed as
described above. Rollers shall weigh from 7 to 12
tons and shall be of the steel smooth.wheel type.
Rolling shall commence at the outer edges of a
course and shall progress toward the center. Under
no circumstances shall the center of a course be
rolled first. Sufficient water to obtain compaction
shall be applied during the rolling operations. Each
t course shall be compacted to a dry density in
accordance with either of the following control tests
whichever shows the higher dry unit weight:

(11 Ninety-five percent of the laboratory
standard maximum soil-density (dry) as
determined by the Bureau of Reclamation
Proctor Compaction Test, or

(2) The dry density of the material at 70 percent
relative density as determined by the relative
density test. t

d. Measurement.- The quantity of material for
subbase course for which payment will be made will .
be determined as provided in Paragraph 26B. The

258
