<br />3. The Staff of the Southeastern Colorado Water Conservancy District and repre-
<br />sentatives from the U. S. Bureau of Reclamation commence a series of meet-
<br />ings with Municipalities and Water User Associations, and ultimately Ditch
<br />Companies. to explain the Water Allocation Program. and to obtain Official
<br />Inventory Forms as a part of the Water Accounting System. Young moved,
<br />seconded by Wagner, that this recommendation or the Committee be approved.

<br />Chairman James Wagner referred the Directors to the Minutes of the January 6 meet-
<br />ing, at which time Officials from the Booth Orchard Grove Ditch Company, and the
<br />Pueblo Board of Water Works reported on negotiations which are currently underway
<br />involving the propoBed Bale of Benior water from the Ditch Company to the City of
<br />Pueblo, ChriBty Baid these negotiations have been going on for approximately 16 yearB,
<br />but the Pueblo Board of Water WorkB has been reBtricted in negotiations up until the
<br />past two years due to limitations placed upon their spending authority. Under an Act
<br />approved by the Electorate in Pueblo several years agOI the Board now has authority to
<br />enter into serious negotiations involving large amounts of money. President Nichols
<br />stated no action is necessary by the Board, but he felt all members of the Board are
<br />grateful to the parties involved for their desire to bring the Board up to date on these
<br />negotiations.

<br />The President stated the Executive Committee, at their January 6 meeting, reCOm-
<br />mended that Director Harold ChriBty be authorized to repreBent the DiBtrict at the
<br />meeting of the National RiverB and HarborB, to be held in Washington, D. C. February
<br />6, 1969. NicholB reported he had diBcuBBed thiB matter with F. L. SparkB, Director,
<br />Colorado Water Conservation Board, who indicated Colorado will have one new Project
<br />to be reviewed by the National RiverB and HarborB, and he feelB it iB in the beBt inter-
<br />eBt of the DiBtrict and the State that Mr. ChriBty be there to viBll with Reclamation and
<br />other Officials under the new Administration. Young mov~dl seconded by Hutchinsonl
<br />that Director ChriBty be authorized to repreBent the DiBtrict at the meeting. Motion
<br />unanimously carried.
