<br />President Nichols Baid the Lower South Platte Water Conservancy District will sponsor
<br />a Water Resources Symposium and Analog Demonstration in Sterling, Colorado, on
<br />January 30, which is patterned after the Symposium sponsored by the Southeastern Colo-
<br />rado Water Conservancy District in October. He stated that several other Conservancy
<br />Districts have indicated an interest in sponsoring similar Symposiums.

<br />President Nichols reported that the Colorado Water Conservation Board met in Denver
<br />on January 15, aod discussed the preliminary material prepared under Senate Bill 407,
<br />He advised that the Board is a Policy making body, and the members fett they were not
<br />in a pOBition to recommend legislation. A special meeting of the Board will be held in
<br />Denver on February 5 to analyze the material, and make Policy recommendations to the
<br />Colorado State Legislature.

<br />Chairman Dilley suggested that until the final drafts of the proposed Bills are available,
<br />it is impose ible for the members of the Committee to meet and make recommendations
<br />to the Board for Policy statements to the Colorado State Legislature. Thomson ex-
<br />plained the Senate Water Committee will meet regularly at 8:00 a. m. on each Monday
<br />and Tuesday, in order that they might review proposed legislation. Attorney Beise
<br />reported he had drafted some language which, if approved by the Cotorado State Leg-
<br />islature. would enable Ditch Companies to purchase water from Projects. such as the
<br />Fryingpan-Arkansas Project.

<br />Attorney BeiBe than gave a detailed history of the work accomplished under Senate Bill
<br />407, and urged the Board of Directors and the Manager to follow the progress of this
<br />legislation very carefully. in order that those concepts which will assist in the manage-
<br />ment of the Fry-Ark Project water can be supported. Young indicated that thlB re-
<br />search is of critical interest to all water users in the State. particularly with the recent
<br />decision by the Supreme Court in the Fellhauer Case. ChriBty said that if existing laws
<br />had been adequately administered and enforced, the State might not be faced with the
<br />problems which brought about the proposed legislation. Milenski felt that some of the
<br />Engineering reports, and Borne of the legislative proposals have grave errors in them.
<br />and these must be brought to the attention of the Legislature in order that the problem
<br />might not be aggravated. Nichols suggested that because of the Statewide publicity in
<br />public hearings. there is a greater awareness of the problem. and the State Legislature
<br />will have a major task to analyze all of the material and come up with something that
<br />will meet wiU1 the approval of the majority of the water users around the State. The
<br />Board recommended that the Manager follow the Legislative hearings very closety, and
<br />issue regular reports to the Board. along with reproducing all Legislative material tor
<br />distribution to the Board and other interested citizens in the Arkansas Valley.

<br />PreBident Nichols advised that the Colorado Water Congress has set its Annual meet-
<br />ing to be held in Denver on ThurBday, January 20, which is the same day and time as
<br />the regular monthly Board of Directors meeting of the Southeastern Colorado Water
<br />.Conservancy District. He said many members of the Board are on Committees of the
<br />Water Congress, and wondered whether or not the members of the Board would be in-
<br />terested in holding their next regular'meetiitgat 7:30 a.m. at the Cherry Creek Inn,
<br />Denver. Colorado. and then attend the Annual meeting of the Colorado Water Congress.
