<br />He indicated that he and Executive Director Leo Surla, of the Southern Colorado Eco-
<br />nomic Development District, are now preparing a formal application which will be
<br />submitted to the Board of Directors of the Economic Development District for their
<br />approval and further action by the Official Agencies. Copies of an outline were handed
<br />out to the Members of the Board of Directors, setting forth the logic for including
<br />other Agencies of the Federat Government in the construction of all or part of the pipe-
<br />line, and the proposed water treatment plant at Pueblo, Colorado.

<br />CORPS OF ENGINEERS REPORT:
<br />
<br />President Nichols reported that pursuant to formal action taken by the Board, a letter
<br />was submttted to the Rivers and Harbors setting forth the position of the Southeastern
<br />Colorado Water Conservancy District on the proposal by the Corps of Engineers,
<br />Acknowledgement had been received indicating the information furnished by the Dtstrict
<br />would be carefully reviewed. The Officials expressed appreciation for the data furn-
<br />ished by the District.

<br />FINANCE COMMITTEE:
<br />
<br />In the absence of Treasurer Shoun, President Nichols mentioned that the members of
<br />the Finance Committee had reviewed a recommended program for salary increases
<br />for the members of the Staff based upon tenure of service, responsiblllties, compar-
<br />able salaries in the area, and work accomplished. The Committee recommended that
<br />the Office Manager be increased by $50 per month, and the Receptionist-Clerk by $15
<br />per month. Young moved, seconded by Wagner, that the Board accept the report of
<br />the Finance Committee, and approve the increases. Motion unanimously carried.

<br />ENGINEERING COMMITTEE:
<br />
<br />Chairman Ciruli wa~ absent, and-President Nichols stated the Committee had not met
<br />since the last meeting.

<br />Chairman Nichols referred the members of the Board to the Minutes of the January 6
<br />meeting, wherein three recommendation were suggested to the Board.

<br />The General Manager be authorized to start'developing a job description and
<br />organizational chart for an additional enployee to handle the Water Allocation
<br />responsibilities which will require a great deal of time during the coming
<br />months. Everett moved, seconded by Dilley, that the recommendation of the
<br />Executive Committee be approved. Motion Wl8J1imously carried.

<br />2. That all holders of decrees within the boundaries of the Southeastern Colorado
<br />Water Conservancy District be mailed the Inventory Questionnaire in order
<br />that they might identify their existing source of water, and their possible need
<br />for Project water under an exchange program. Thomson reported that Ques-
<br />tiormaires have been mailed out to all Municipalities, Water User Associations,
<br />and Ditch Companies having physical access to either the Arkansas River or
<br />the Fountain River. Milenski commented it is imperative that the Officials of
<br />Ditch Companies be informed at an early date regarding the Winter Storage
<br />Program, and how they might benefit Under it, He alao stated the proposed
<br />Legislation will have a great bearing on the amount and: time of water needs.
<br />Thomson indicated he would like to pnopose a specific Brochure setting forth
<br />the Winter Storage Program which would be distributed widety throughout the
<br />Arkansas Valley. and then hold meetings with the Ditch Company Officlats, in
<br />
