<br />Ogilvie said that during the Christmas Holidays the Contractor at Divide Tunnel
<br />encountered Some additionai bad ground, but less than 2,800 feet remains to be drilled.
<br />If the present rate of drilling is maintained, it is el<pected that the bore will be com- ,
<br />pleted in late April. U. S. Bureau of Reclamation Officials are presently inspecting the
<br />Railroad Relocation at Pueblo Reservoir, and if approved, will authorize the D, II<. R. G.
<br />Railroad Company to commence laying of ballast, ties, and track.

<br />Ogilvie reported that the Cotorado Water Conservation Board, Colorado River Water
<br />Conservation District, and Oftlcials of the High Line Canal Company have agreed on
<br />amended language in the Contract for the utilization of Fry-Ark Project facilitles, and
<br />the language has been submitted to the Regional Office.

<br />Ogilvie commented that newspaper accounts indicate President Lyndon B. Johnson has
<br />recommended a $15 million appropriation for the Fryingpan-Arkansas Project. and
<br />this will provide sufficient funds to commence construction on Pueblo Dam, relocation
<br />of Colorado Highway 96, construction on Hunter Creek Tunnel, and beginning of con-
<br />struction on the North Stde Collection System. Christy asked whether or not the $15
<br />million wlll provide funds for the lining of the Divide Tunnel, to wbicb Mr. Ogilvie
<br />acknowledged it would under present conditions. Attorney Beise asked Mr. Ogilvie if
<br />he would re-evaluate the total Project under present conditions, and bring the Board up
<br />to date regarding cost analysis and relationship to the Contract with the District.
<br />Ogilvie indicated this is an excellent idea, and he would appreciate the opportunity to
<br />meet with the Board at a subsequent meeting to review the entire Project.

<br />President Nichols stated that at a meeting of the Executive Committee on January 6,
<br />the General Manager was asked to contact the Colorado Congressional Delegation rela-
<br />tive to the possible confirmation of Governor Walter Hickel as Secretary of Interior.
<br />and alao to determine the status of the re-appointment of Commissioner Floyd Dominy.
<br />Thomson reported he conversed with representatives from the offices of Senator Allott
<br />and Dominick, and both expected Governor Hickel to be confirmed after lengthy ques-
<br />tioning, and for the moment it appears Commissioner Dom.iny stands an excellent
<br />chance of being re -appointed to serve under his fourth President.

<br />Attorney Beise said he has had several telephone conversations with City Attorney
<br />Rogers of Lamar relative to the language in their petition, and that copies of the petition
<br />will be sent to this office at an early date. Petitions will be circulated in Lamar during
<br />the latter part of January and February. Mr. Beise then quoted the State Statutes and
<br />the Contract with the United States Government, wherein the petitions wlll be submitted
<br />to a District Court along with an agreement between the City of Lamar and the Board
<br />of Directors of the Conservancy District, and 'once the Court approves the inclusion of
<br />Lamar, it must be forwarded to the Secretary of Interior for his approval.

<br />General Manager Thomson asked the pleasure of the Board regarding the period of pay
<br />ments, stating the City CouDcll of Lamar hsd approved a Resolution wherein they would
<br />like to repay the amount in five years. Wagner moved, seconded by Young, that the
<br />Board approve the repayment of the back taxes and interest over a five year period, and
<br />that such a program be worked up by the Manager. Motion unanimously carried.

<br />Thomson reported that he presented a preliminary report on the Valley Pipeline Pro-
<br />posal to the Executive Committee of the Southern Colorado Economic Development Dis-
<br />trict, and to,Regional Director Ricbard Morrison, of the Economic Development AdmIn-
<br />istration, on Tuesday, January 7, and received a very friendly response.
