The number of <br /> <br />individual water users from a lateral varies from as few as two to <br /> <br />more than 220. <br /> <br />Some of the Subject Canals are administered on a "call" basis <br /> <br />which means that when a water user wants irrigation water, he must <br /> <br />notify the canal operating company which will th.~n have its ditch <br /> <br />rider open the headgate from the canal to allow j:he requested <br /> <br />water to flow into the appropriate lateral. Other canals employ a <br /> <br />"constant flow" basis which means that while, and to the extent, <br /> <br />water is available in the canal, water is constantly diverted <br /> <br />through the various laterals and the users utili:~e the water as <br /> <br />needed. <br /> <br />Excepting the laterals from the Government Highline, which are <br /> <br />owned by the United States and operated by the Water Users <br /> <br />Association, the other existing laterals are not owned or operated <br /> <br />by the other operators of the Subject Canals. While a few of the <br /> <br />laterals have been incorporated into lateral ditch corporations, <br /> <br />most are owned by their individual users as tenants in common and <br /> <br />1 <br />For purposes of planning the Grand Valley Salinity Control <br />Unit, the Bureau has classified a "lateral" as b.~ing a ditch or <br />conveyance structure which takes its water from a headgate from a <br />canal and serves two or more users. Under Colorado law, a <br />"lateral" has been defined as a side ditch or conduit, as <br />distinguished from a main ditch, which has its headgate in the <br />main ditch, not in a natural water course.
