A section of the Act <br /> <br />pertinent to our investigation provides: <br /> <br />Prior to initiation of construction of the Grand Valley unit, <br />or portion thereof, the Secretary shall entE!r into contracts <br />through which the non-Federal entities owning, operating and <br />maintaining the water distribution, or portions thereof, <br />systems in Grand Valley, singly or in concert, will assume <br />the obligations, specified in subsection (b) (2) of this <br />section relating to the continued operation and maintenance <br />of the unit's facilities to the end that the maximum reduc- <br />tion of salinity inflow to the Colorado River will be <br />achieved. <br /> <br />Subsection (b)(2), mentioned above, provides that the <br /> <br />"non-Federal entities" shall be required to contract for the <br /> <br />long-term operation of the canal lateral pipeline!s (the <br /> <br />"Laterals"). 43 D.S.C. 1592 (b) (2). <br /> <br />Subsection (b)(3) of Section 1592 provides: <br /> <br />The Secretary may, under authority of this tci tle, and limited <br />to the purposes of this chapter, fund throuc;rh a grant or <br />contract, for any fiscal year only to such e,xtent or in such <br />amounts as are provided in appropriation Act.s, a non-Federal <br />entity to organize private canal and lateral owners into <br />formal organizations with which the Secretary may enter into <br />a grant or contract to construct, operate, clnd maintain a <br />unit's facilities. <br /> <br />We will refer to the formal organizations, specified above, as <br /> <br />the "Proposed Organization" or the "Proposed Organizations" as the <br /> <br />context may require. While the subsection quote6 above refers to <br /> <br />private canal as well as lateral owners as being the groups to be <br /> <br />organized into formal organizations, we understand that we are not <br /> <br />to restrict our investigation solely to organizat.ions which would <br /> <br />-2- <br />
