The referenced <br /> <br /> <br />position has been placed in the Federal Activities part of the Enhancement <br /> <br />program for consistency with the Wa$hington Office's organization. However, <br /> <br /> <br />his salary and expenses are paid for totally out of the 1112 subactivity <br /> <br /> <br />account, which is Endangered Species consultation funding. The statement <br /> <br />in the report is erroneous. <br /> <br />Pace 23. Paracraoh 2. We agree that Section 7 consultation is an effective <br /> <br /> <br />recovery tool, and as a subactivity it is underbudgeted. An efficient <br /> <br />long-term tracking system needs to be developed that would give us an idea <br />of the time and effort being utilized in consultation as well as a tool to <br />monitor development projects. However, any tracking effort or system can <br />not overshadow the goals and responsibilities of the Act. <br /> <br />Pace 23. Paraoraoh 2. We request that the last sentence be changed to <br /> <br /> <br />read "An official at the Colorado Field Office stated that his consultation <br /> <br />budget was usually exhausted a third of the way through the Fiscal Year <br />and that funding from other sources was used to supplement the short fall <br /> <br />in consultation funding." <br /> <br />Paoe 24.
