Recommendation 2: The Service concurs in this recommendation. <br /> <br />The Service recently revised the Recovery Planning Guidelines. These <br /> <br /> <br />revised guidelines should greatly facilitate the recovery planning process. <br /> <br /> <br />A tracking system for recovery plan status was mandated under the 1988 <br /> <br /> <br />amendments to the Act. This system is now in place, and the first reports <br /> <br /> <br />from the Regions are due August 1 with the first report to Congress in <br /> <br />October. <br /> <br />Paae 20. Recommendation 3: The Service disagrees with Recommendation #3. <br /> <br /> <br />Endangered species listing and recovery priority systems are appropriately <br /> <br /> <br />based on degree of threat to the species, recovery potential and aenetic <br /> <br /> <br />distinction. <br /> <br />Paae 20. Recommendation 4: The Service agrees and is taking appropriate <br />steps to improve coordination with congressional representatives in <br />reassessing the endangered species program. We will continue to work with <br /> <br />the Congress on this national issue through both the budget and the <br /> <br />oversight processes. <br /> <br />C. GENERAL ADMINISTRATION <br /> <br />Paae 21. Paraaraoh 2. The Service had the capability to track individual <br /> <br />resources spent on various activities from the 1970's to Fiscal Year 1987. <br /> <br />The system was becoming burdened with numbers and tracking it was extremely <br /> <br />slow. The system was subsequently streamlined to track work down to <br /> <br /> <br />subactivity level, and this increased efficiency of the system but lost <br /> <br />6 <br /> <br />32 <br />
