Two plants <br /> <br /> <br />in Utah were separately delisted and neither had an approved recovery plan. <br /> <br /> <br />Funding skewed toward "glamour species" by the appropriation process has <br /> <br />had a major impact on the Service's recovery accomplishments. However, <br /> <br />the major problem confronting the Service's recovery program is lack of <br /> <br /> <br />adequate funding to meet the needs of the species for which recovery plans <br /> <br /> <br />already exist. The most recent two work activity guidances emphasize the <br /> <br />increase in developing recovery plans. <br /> <br />of June 1990: <br /> <br />Paoe 20.
