Individual State Heritage Programs have been under <br /> <br /> <br />contracts to conduct field surveys for many species in several States. <br /> <br />Pace 14. Recommendation 3: We do not support giving the States the <br /> <br /> <br />responsibility of conserving endangered and threatened endemics in lieu of <br /> <br />listing. Although we certainly support pre-listing recovery actions, we <br /> <br /> <br />believe that species endemic to an island such as Puerto Rico or Kauai and <br /> <br />subject to such intense development pressure should be given legal <br /> <br />protection under the Act. Some endemic species may receive short-term <br /> <br />benefits through protection applied solely by local and State governments. <br /> <br /> <br />However, local and State governments often do not have the legal authority <br /> <br />to enforce such protection. Without Federal protection species are not <br /> <br /> <br />afforded the benefits of Section 7 consultation as well as other provisions <br /> <br />of the Act. The States and the Service must work together to maximize <br /> <br /> <br />funding and resources available to the species. The States can playa <br /> <br /> <br />greater role prior to listing and in recovery of species and some States <br /> <br />are already carrying out pre-listing recovery actions. Cooperative <br /> <br />agreements with State and local governments may provide some short-term <br /> <br /> <br />protection. However, without Federal protection, it is unlikely that <br /> <br />long-term species protection can be realized. <br /> <br />B. RECOVERY OF ENDANGERED AND THREATENED SPECIES <br /> <br />Pace IS.
