Many States already provide much of the information <br /> <br /> <br />used to list species. For example, the fanshell mussel, ring pink mussel, <br /> <br />purple cat's paw mussel, cracking pearly mussel, Michaux's sumac, and <br /> <br />Cooley's meadowrue were all listed without Service-funded field surveys. <br /> <br /> <br />The necessary status information is very frequently gathered almost <br /> <br />exclusively from State agencies. <br /> <br />Paoe 14. Recommendation 1: The Service concurs with the recommendation on <br /> <br />multi species listings. A 600-species listing package is not feasible nor <br /> <br /> <br />practical. The statutory requirements for analysis of the "five factors" <br /> <br />under the Act for each species, hearings, newspaper and other notices, <br /> <br />comment periods, and a I-year deadline to finalize the proposal (with <br /> <br /> <br />limited opportunities to extend for 6 months on some species) would require <br /> <br />a very large commitment of resources. The Federal Reqister page Charges <br />for such a proposal would clearly exceed SI million alone. The final rule <br />would be considerably more and require a very large staff to analyze the <br />many thousands of comments. The Director has emphasized the preparation <br />of more multispecies rules to the Regional Directors, and Region 1 has <br /> <br />begun the preparation of several such proposals for some Hawaiian species. <br /> <br /> <br />The revised listinG Handbook is expected to be distributed before the end <br /> <br /> <br />of this summer and will contain an extensive set of guidelines on the <br /> <br />preparation of "cluster packages". <br /> <br />PaGe 14. Recommendation 2: We agree that many more status surveys are <br /> <br /> <br />needed in order to make expeditious listing progress.
